Hello Citizens of St. Cloud! My name is Phil Lantry. I am a lifelong resident running for St. Cloud City Council Seat 2. I want to make our community better and safer for everyone that lives here. I believe in honesty and transparency. Your City Council should be a voice for all St. Cloud residents and I will be that voice. I will work with City and County officials to improve infrastructure, strengthen public safety, expand youth programs, practice smarter spending, encourage responsible growth, and ensure clean water for all residents.

How I Plan To Make St. Cloud Better

IMPROVE INFRASTRUCTURE

The infrastructure in our beautiful city has been failing for years. Storm drainage in the state streets is a huge problem after heavy rain events. Many of the municipal water supply pipes have been in need of replacement for decades. The current City Council voted in August 2023 to increase the stormwater utility fee by more than 100 percent. We need a plan in place to improve our deteriorating infrastructure incrementally over time so that these fee increases do not impact so many residents on fixed incomes.

STRENGTHEN PUBLIC SAFETY

The City of St. Cloud is one of the fastest growing cities in the United States. With over 60,000 residents, we must ensure that our law enforcement and emergency services are provided with the necessary equipment and resources to keep the public safe. I support using proactive strategies to address social and criminal issues affecting our community. Serving on the Osceola County Fire and Rescue Advisory Board helped me understand the challenges our first responders face and the resources they need.

EXPAND YOUTH PROGRAMS

As the population of St. Cloud grows, we must also acknowledge the growing youth population. The need for more youth programs and civic spaces such as parks and sports venues will require more collaboration between private entities and city government services. We must ensure that students living here will have access to positive youth development programs enhancing the positive characteristics of our children while improving physical health and academic outcomes.

SMARTER SPENDING

We must put an end to wasteful spending. Accurate and timely information about budget execution is necessary to hold officials to their budgetary commitments. Adopting more transparent spending practices is especially important now when many local governments are managing large sums of money to address large scale repairs to deteriorating infrastructure. My experience in construction contract administration for multi-million dollar projects will be a valuable asset to the St. Cloud City Council.

RESPONSIBLE GROWTH

The need to build communities that are socially, economically, and environmentally sustainable is greater now than ever before. I will work with city and county officials to revise outdated zoning codes that discourage healthy and sustainable growth. Our land and natural resources are our most valuable asset, and it must be held to the highest value so that we can preserve the small town way of life for generations to come. As a member of the Planning Commission, I have the experience needed to work with city staff.

CLEAN WATER

The residents of St. Cloud have been paying a high premium for the water supplied by the city utilities. Now that our city water supply is being managed by TOHO Water Authority, we need to be certain that we are getting the quality of water and service that we are paying for. I will make the observation of water quality in all areas of the city receiving services a priority to ensure that it is meeting and exceeding the industry standards so that all service users have clean water that is safe to use.

๐Ÿ“ข Today! Wreaths Across America is holding a mobile education exhibit at Centennial Park in Downtown St. Cloud until 3p.m. You can learn about their mission to Remember, Honor, and Teach. Each December, Wreaths Across America places wreaths on the graves of Veterans in Mount Peace cemetery here in St. Cloud and many other cemeteries around the world. ๐Ÿ‡บ๐Ÿ‡ธIt was an emotional experience to see the wreath placed on my father, Wayne Lantryโ€™s headstone when we visited the Bushnell Florida National Cemetery in 2019. I learned a lot more about this wonderful organization and their mission after visiting their mobile exhibit today. Why did you decide to run for City Council?
I have been observing the leadership in this town more closely in the past several years and I am not satisfied with the direction that we are heading. The municipal water services are in disarray, the poorly planned residential housing development is out of control, the road infrastructure is not being updated to meet the current traffic loads, areas with flooding issues are not being addressed, and our natural resources are in danger of being depleted or destroyed. I believe that I have been given an opportunity to influence significant changes that will make our community better for everyone.
What makes you qualified to serve on the City Council?
I grew up here in St. Cloud and I am a lifelong resident. I worked in construction as a plumber for over 18 years and even installed the plumbing in many of the homes here in St. Cloud. I now hold a Masterโ€™s degree in architecture from the University of Florida School of Architecture with education in urban planning and historic preservation. In my job as an architect, I provide construction contract administration services on large multi-million-dollar projects including schools, hospitals, sports complexes, mixed use commercial, and performing arts centers. During the span of my architecture career, I have gained extensive experience with construction contracts, methods, and costs. Serving on zoning code task forces for the zoning division in Orange County in connection with the American Institute of Architects has given me a unique perspective on urban sprawl and how to prevent it. I currently also teach as an adjunct professor at UF CityLab School of Architecture and have taught architecture at Florida International University. My volunteer experience includes serving on the Osceola County Fire and Rescue Advisory Board and serving in my current position on the City of St. Cloud Planning Commission. I am a problem solver at heart, and I will work hard for the residents of St. Cloud to make the community better for everyone.
What would you plan to do if you are elected?
I will work with City and County officials to revise our outdated zoning codes to make new development more self-sustainable. This means integrating civil, social, and environmental amenities such as schools and parks into our new neighborhoods so that people do not have to drive everywhere for everything. This approach makes neighborhoods safer and more equitable for our children and people walking/biking. Housing sprawl has gotten out of control and continuing in this way is not sustainable. It puts unnecessary strain on our emergency services and does not encourage local economic growth.
What is your value system? How will your values determine how you govern our city?
I learned to appreciate the importance of hard work and determination from a very young age. I have made mistakes in my past just like everyone else and I learned from those mistakes. My life experiences helped to shape me into the person that I am today. Success doesnโ€™t just take hard work to achieve, it takes everything. I believe in honesty and transparency. I know that serving on the City Council will be a lot of work and it will not be easy, but I want to do it so that I can make our community better and safer for everyone that lives in St. Cloud.
